The article analyses sustainability assessment methods and techniques. The integrated indicators approach was developed for monitoring the implementation of the National Energy Strategy. The aim of the work was to develop a technique for sustainability assessment of state policies and measures based on various tools, methods and techniques developed by other scientists. The main methods and techniques for sustainability assessment were analysed and systematized. Based on the analysis of priorities of Lithuanian government policies, the main economic, environmental and social criteria for sustainability assessment of policies and measures were established for Lithuania. The proposed multi-criteria decision analysis technique is based on integrated indicators developed for state, region, and enterprise levels and includes a set of social, economic and environmental indicators of different levels. The technique for monitoring the progress achieved towards the targets of the National Energy Strategy was developed and applied for Lithuania.
