Conceptual framework for foresight development

    Abstract

    The article summarizes the current trends in the foresight development and investigates the methodology evolution, examples of good practice and future developments. The initial research idea was based on the methodological issues for e-government system implementation in Lithuania [5]. In order to model the future of e-public services, it is necessary to assess the scope of the factors influencing the system and decision-making, their importance and the level of technology. The article presents the results of the hierarchical cluster analysis used for expert group assessment in Lithuania.
