The article proposes to classify the innovations of local governance institutions according to their hierarchies. There are four possible levels of innovations, they are the policitacal, development of organizational potential, administrative and functional activities. Administrative level innovations are considered as innovations in services and processes. Innovations at the functional level can be broken down into personnel, financial activity and marketing innovations. The needs for the development of organizational potential and functional activity innovations at local governance institutions were proven using the method of a sociological survey. The benefits of innovations are discerned as well as barriers to their implementation.
