Abstract

The article conveys the idea that under the conditions of modernisation by employing modern method of management and the management tool - i.e. organisational culture it is possible to substantially improve the activity of public sector organisations and to eliminate the gap between the current and preferred situation. The article focuses on the fundamental stage of formation of organisational culture - i.e. diagnostics. The current culture and preferred organisational culture of public administration institution has been empirically diagnosed using internationally recognised OCAI methodology based on the Competing Values Framework and developed by American scientists Cameron and Quinn. In addition, on the grounds of analysis and synthesis of scientific literature, preferred professional values were diagnosed. In case of formation of a new organisational culture in the institution under research, easier process of organisational culture formation and more advanced organisational culture would be expected. As a result, it should enable the organisation to become more modern and being able to adapt to changes of the environment.
