Strategic planning and its match with program budgeting in Lithuanian municipalities

Abstract

First of all, it should be mentioned that an increasingly growing concern for community's collaboration is currently noted in the states of the European Union. The development of local communities is relevant in Lithuania as well. Usually, the concept of local communities is discussed on the public or self-government level. The analysis of the local community can also be based on the principle of subsidiarity (independent action, complementarity). To be more precise, the assumption that state institutions should not interfere there should be taken into consideration. In other words, the community itself manages better. In this respect, the role of the church (the parish) is especially substantial; unfortunately, this area is still poorly investigated in Lithuania.
