The Mechanisms of the Changes of Organizational Culture of the Public Sector in the Context of New Public Management To ensure the elfectiveness of modernization of the public sector of the 21 century an especially significant component is the organizational culture, the behaviour and thinking of civil servants, and the traditions established. In the article the authors reveal the mechanisms of the changes of organizational culture of the public sector in the context of New Public Management by means of agentification, privatization and public-private partnership (PPP), which serve as the tools - both objects and subjects - for analysis.
